What Do Numbers On Le Creuset Mean

easy question to the coalition (say) the left and their voters

The current Prime Minister seems to want to put a hand to Costituzone, declaring its intention to amend Articles 41, 97 and 118.

Given that the Prime Minister (whoever he is - in Italy) can only suggest but not to approve any Constitutional Law or Constitutional Review this task because it is the Parliament (Article 138 Constitution):

  • Laws amending the Constitution and other constitutional laws are adopted by each House after two successive debates at intervals of not less than three months, and shall be approved by an absolute majority of the members of each House in the second vote.
  • The laws are submitted to popular referendum when, within three months of their publication, ne facciano domanda un quinto dei membri di una Camera o cinquecentomila elettori o cinque Consigli regionali. La legge sottoposta a referendum non è promulgata, se non è approvata dalla maggioranza dei voti validi.
  • Non si fa luogo a referendum se la legge è stata approvata nella seconda votazione da ciascuna delle Camere a maggioranza di due terzi dei suoi componenti.
L'attuale opposizione sta dando, ancora una volta e come al solito, fiato alle trombe per continuare la sua campagna/propaganda elettorale in vista delle future elezioni, informando e incitando il popolo ad opporsi... e come? Con una delle solite ed inutili manifestazioni di piazza? Proteste? Con quale mezzo?

At first I could look on the side opposite but if you have the patience to read and then meditating on what's below you will find that my intention is quite different than that of helping someone rather than someone else. My intention is to open the eyes of those who once again is the subject of quackery of political parties and coalitions that do not have in mind nothing more than making those who at present have more power and privileges.

They're doing the usual mayhem simply to discredit the current ruling coalition, and win future elections, not to govern the country (have already done more than once and have done more damage than other major), but only to compete for power with political opponents.

Doing so much mayhem, focusing more attention on the Premier, who, I repeat, he has not decided if that bill becomes law constitutional or not and then amend Articles 41, 97 and 118 of the Constitution Italian is sufficient that face the steps prescribed in the said article of the Constitution, thereby leaving the people the final decision ... not to the Premier (who can not decide like a king in an absolute monarchy) and even in Parliament.

How it works?
Have you read the article 138 of the Constitution?

Parliament must vote by a majority vote of the members of both Houses, twice the constitutional draft law with a time interval of 90 days from first to second vote.
If the bill was voted favorably in the first session:
  1. 1 / 5 of the members of a single room
  2. 5 Regional Councils
  3. 500,000 voters (outside parties)
may propose referendum by which the people will decide whether the Constitutional Act will be effective or not.

We do the math:
in relation to paragraph 1 (ask for referendum pursuant to art. 138 of the Constitution):
The Senate has 315 members from the following: 315:5 x1 = 63 senators needed
The Chamber has 630 members and then 630:5 x1 = 126 deputies needed
The current opposition has 63 Senators? Deputies has 126? (PD the House has only 206 Deputies and the Senate has 109 Senators, only PD ) ... I excluded the other members of the smaller parties in coalition with the PD, however - so the number is higher than indicated (206 and 109).

in relation to paragraph 2:
The regions currently ruled by the opposition coalition in Parliament are:
Liguria, Trentino Alto Adige - Emilia Romagna, Tuscany, Marche, Umbria, Puglia, Basilicata. (total 8)
There are 5 Regional Councils referendum that could bring the above? (I advance)

in relation to paragraph 3:
The implementation of the referendum law is the law 352/1970 which stipulates that 10 voters may propose the referendum referred to above, but must collect 500,000 signatures in only three authenticated months. Since
10 ordinary citizens may not have this capacity / organizational structure and economic, to collect 500,000 signatures certified in just three months, with the parties opposed to the present parliamentary majority so that mud for the umpteenth volta la Costituzione e così incazzati con l'attuale mostro al Governo, credo che questa ultima opzione sia da escludere per due ragioni fondamentali: tempo e denaro necessari per portare il popolo alle urne e decidere.

Se si opta per il referendum con raccolta delle 500.000 firme qualche partito furbo vuole intascarsi il rimborso previsto per la raccolta delle 500.000 firme e farsi una bella propaganda.
Se non ci sarà referendum voglio vedere con quale coraggio andrete a votare l'unica alternativa all'attuale maggioranza e soprattutto con quale coraggio piangerete dopo un'ulteriore modifica della Costituzione.

La soluzione quindi?

630:3 x2 = 420, the majority coalition has 354 (I counted too :-) UDC
Senate 315:3 x2 = 210 , the majority coalition has 170
