never been able to clarify the concept?

This note is for citizens flying over the point that should be of interest but before anything a democratic nation and a people that believes that it is not subject (but it is in effect).

paragraph 2 of art. 1 of the Constitution states Italian
"Sovereignty belongs to the people who exercise it in forms and limits of the Constitution. "

now I'm tired of repeating that among the forms (plural term) is also provided for the action of 50,000 voters (non-elected ) which may THEM! propose to Parliament a draft law (paragraph 2, art. 71 of the Constitution).

A bill must be debated and amended by eventalmente special parliamentary committees that have received, NOT COMPLETELY IGNORED , and, logically, should be discussed with those who proposed (city delegation including the proponents / authors of the bill).

now address a question to all Italians:
many bills the people, through the 50,000 signatures required, put in 63 years of the Constitution to the Parliament?
Personally I present the most current Grillo, the so-called "Clean Parliament" http://www.senato.it/leg/15/BGT/Schede/Ddliter/29393.htm

Apart from this particular bill, how many other bills of citizens' initiative presented pursuant to art. 71 of the Constitution were submitted to the Italian Parliament in 63 years?
  • How many have been discussed?
  • THAT ANSWERS ARE GIVEN TO APPLICANTS AND SUPPORTERS OF CITIZENS bill?
  • THAT INFORMATION THROUGH THE MEDIA HAVE GIVEN TO THE PEOPLE?

Conclusions:
If it is so difficult to understand that:
between left and right there is no difference on what is their concept concerning the most important principle of a democratic nation, or , "sovereignty belongs to the people" ... concept that ALL elected politicians of any party or coalition REJECTION is a problem of people!

We are more than clear in proposing what our Constitution provides for 63 years but has been misapplied and poorly regulated.

Confirmation Letter To Priest

Six reasons to believe the only Democracy Representative democracy a false and obsolete

  • We remove children, minors, etc.., Based on the then only with right to vote is absurd to think that only about 945 52,000,000 thinking brain, where everyone has the knowledge and expertise on various issues, may be able to make better choices and more competent per stabilire leggi e regolamenti.
  • E' ormai un fatto assodato da tempo, ed in ogni parte del mondo, che la criminalità organizzata per perseguire i propri interessi fa' pressioni di vario genere (minaccia, corrompe, ricatta) su uomini di potere all'interno dei sistemi rappresentativi e delle istituzioni;
50 Cost.), proporre laws (art. 71 of the Constitution), to repeal laws (art. 75 of the Constitution), confirm the constitutional laws or constitutional amendment (Article 138 of the Constitution) and at local level can also be expressed with a consultative referendum, repeal, purposeful, deliberative revoked, if required local governments and those they have introduced, without traps, in each State and municipal regulations (Article 8 paragraph 3 of Legislative Decree 267/00).
  • The political situation, economy, society after 63 years of Representative Democracy itself increasingly worse and the number of people who deserted the ballot at each election (administrative and political) is steadily increasing.
  • The word democracy means "people power" and not a select few from this, that with time they made sure that the people can not even elect their representatives (Law 270/05 provides the only choice of coalitions of Members of political parties and non - art. 56 of the Constitution and the Senate - art. 58 of the Constitution). Representative democracy does not differ for all practical purposes by the oligarchy because in both cases are few who decide and determine the fate of many.
  • in a democracy sovereignty belongs to the people who expected to pursue both directly and through elected representatives (return to Articles.

QUINDI:

E 'necessary and logical complement representative democracy with direct democracy. The elected representatives of the obstacles has always and at all levels (national and local) and is, therefore, citizens insist the proper recognition and effective implementation.

National Week of Direct Democracy - 2011

Eight organizations today the "National week of direct democracy - June 2011"
have decided to create the "Week of direct democracy in 2011" campaign to improve the Italian democracy and create awareness among citizens of their important role with respect to the institutions . Week will take place the last week of May to 2 June Republic Day that, as is known, was established by referendum in 1946.
The purpose of this national initiative is to disseminate knowledge on the instruments of direct democracy that exist and function for many decades in the world and gain practical tools for direct participation of citizens in local politics and regional authorities to have a say in the management of their communities.
In this sense, the eight organizations have launched an appeal to join in this initiative to all local groups, associations and civic lists that are actually working to improve our society. To join just go to the website of the Italian Civic Network ( www.retecivicaitaliana.it ) and click on the appropriate flag http://retecivicaitaliana.it/le-iniziative/democrazia-diretta
agree that Italian democracy, based solely on representative democracy can not function well, it must be supplemented by direct democracy, or with tools that enable citizens to interact with the work of elected representatives to exercise effectively sovereignty which is discussed in the first article of the constitution.
In May or June of 2011 we will return to talk about referendum, one of the few instruments of direct democracy enjoyed by Italians . You will have to vote for the repeal of the Act 99 of 2009 which re-admit the nuclear and Italy is to vote on water public. The referendum has lost its effectiveness over time due to the misuse and poor information from all the traditional parties that generally avoid, with the most varied pretexts, to empower citizens. It 's time for a change!

Annex depth
How is the Week of Direct Democracy in June 2011.
Period: From 23 May to 2 June 2011, the date of Republic Day, which was established through a referendum. We would not be hard on the period in the sense that if an interesting event is planned just outside of the week will be included in the overall program, without problems.
General objective: to "inform" the public about innovative instruments of direct democracy and participatory exist in the world, making him know his rights and obligations under the Italian Constitution and the positive aspects of direct democracy seen as essential to integration of representative democracy to make our full democracy and full .
Aim for long-term opportunities to improve our national legislation in the initiative (also called a referendum proposing) and the optional referendum confirmed (every new law passed by parliament before coming into force may be subject to a referendum if we collect firme necessarie nel tempo stabilito).
Far conoscere le existing experiences in other states where direct democracy works and the benefits that entails. To publicize the holds of the Constitution on which we based our demands (eg the latest constitutional revisions Italian). Illustration of possible regulations to introduce greater democracy at the municipal, regional and national levels.
A2 - In the short term plans to create groups of citizens (Listings civic associations and local committees, movements etc.). Which really promote direct democracy at the level of their municipality (or province or region) giving them concrete tools to make a critical analysis of proprio statuto comunale e attuare una campagna locale per introdurre strumenti di Democrazia Diretta efficaci con la possibilità di promuovere / cassare atti amministrativi della propria amministrazione.
Come organizzarla.  Adotteremo il sistema che ha usato Rete Lilliput for the National Tour Mathis Wackernagel ( www.footprintnetwork.org ) during the Week of the 'ecological footprint' in the early 2000) is:
- The organizing group care overall coordination, organize specialized courses, provides speakers and illustrative material to be distributed on-site care communication in general
- local groups facilitate the achievement of the meetings by finding the halls, asking for sponsorship and funding local authorities, taking care of the communication on site.
We are planning to organize an event about forty. As speakers we have for now Benedikter Thomas and Stephan Lausch (Initiative for more democracy - Bolzano) for North-East, Paul Michelotto www.paolomichelotto.it more democracy Rovereto (TN ), Bruno Citizens' Committee in April of Direct Democracy, Dario Rinco Civic Network of Italian, Pino Strange Democrats headed.
The criterion is to maximize resources and therefore would be appropriate to seek to do major events in each Italian region.
Those interested should fill out the form found on the website of the Italian Civic Network www.retecivicaitaliana.it -> click "Direct Democracy".
point out that there are books available on the subject that could be used to finance themselves locally (Thomas Benedikter - Democracy direct more power to probe public-editions Michelotto Paul - Democracy Citizens - ed. Troll Books, Valerio Onida - The constitution - ed. The mill). A special 100-page handbook, more synthetic, è allo studio.
Gli aderenti dovrebbero iniziare a pensare quali possano essere  le problematiche che localmente potrebbero fare presa on their community: the campaign will be supported in other words, with examples easily understood by most people living in that particular territory. For example, citizens of a municipality may have a problem that local government does not address. DD with his instruments that give citizens more power could lead to a resolution to fix it.

What Do Numbers On Le Creuset Mean

easy question to the coalition (say) the left and their voters

The current Prime Minister seems to want to put a hand to Costituzone, declaring its intention to amend Articles 41, 97 and 118.
http://www.governo.it/Governo/Provvedimenti/dettaglio.asp?d=62215 # correlates (Unfortunately I did not find the text to read)

Given that the Prime Minister (whoever he is - in Italy) can only suggest but not to approve any Constitutional Law or Constitutional Review this task because it is the Parliament (Article 138 Constitution):

  • Laws amending the Constitution and other constitutional laws are adopted by each House after two successive debates at intervals of not less than three months, and shall be approved by an absolute majority of the members of each House in the second vote.
  • The laws are submitted to popular referendum when, within three months of their publication, ne facciano domanda un quinto dei membri di una Camera o cinquecentomila elettori o cinque Consigli regionali.
Proteste? Con quale mezzo?

At first I could look on the side opposite but if you have the patience to read and then meditating on what's below you will find that my intention is quite different than that of helping someone rather than someone else. My intention is to open the eyes of those who once again is the subject of quackery of political parties and coalitions that do not have in mind nothing more than making those who at present have more power and privileges.

They're doing the usual mayhem simply to discredit the current ruling coalition, and win future elections, not to govern the country (have already done more than once and have done more damage than other major), but only to compete for power with political opponents.

Doing so much mayhem, focusing more attention on the Premier, who, I repeat, he has not decided if that bill becomes law constitutional or not and then amend Articles 41, 97 and 118 of the Constitution Italian is sufficient that face the steps prescribed in the said article of the Constitution, thereby leaving the people the final decision ... not to the Premier (who can not decide like a king in an absolute monarchy) and even in Parliament.

How it works?
Have you read the article 138 of the Constitution?

Parliament must vote by a majority vote of the members of both Houses, twice the constitutional draft law with a time interval of 90 days from first to second vote.
If the bill was voted favorably in the first session:
  1. 1 / 5 of the members of a single room
  2. 5 Regional Councils
  3. 500,000 voters (outside parties)
may propose referendum by which the people will decide whether the Constitutional Act will be effective or not.

We do the math:
in relation to paragraph 1 (ask for referendum pursuant to art. 138 of the Constitution):
The Senate has 315 members from the following: 315:5 x1 = 63 senators needed
The Chamber has 630 members and then 630:5 x1 = 126 deputies needed
The current opposition has 63 Senators? Deputies has 126? (PD the House has only 206 Deputies and the Senate has 109 Senators, only PD ) ... I excluded the other members of the smaller parties in coalition with the PD, however - so the number is higher than indicated (206 and 109).

in relation to paragraph 2:
The regions currently ruled by the opposition coalition in Parliament are:
Liguria, Trentino Alto Adige - Emilia Romagna, Tuscany, Marche, Umbria, Puglia, Basilicata. (total 8)
There are 5 Regional Councils referendum that could bring the above? (I advance)

in relation to paragraph 3:
The implementation of the referendum law is the law 352/1970 which stipulates that 10 voters may propose the referendum referred to above, but must collect 500,000 signatures in only three authenticated months. Since
10 ordinary citizens may not have this capacity / organizational structure and economic, to collect 500,000 signatures certified in just three months, with the parties opposed to the present parliamentary majority so that mud for the umpteenth volta la Costituzione e così incazzati con l'attuale mostro al Governo, credo che questa ultima opzione sia da escludere per due ragioni fondamentali: tempo e denaro necessari per portare il popolo alle urne e decidere.

Visto che a molti Like a lot of things to write in defense of democracy, the Constitution, against the dictator and his coalition nano, etc., waving flags and shouting in the streets ... do it! But before you go to the headquarters of the regions or in Piazza Montecitorio to ask those who HAVE ALREADY VOTED AND SEEK 'VOTES NOW to arrange everything to bring the referendum described! Write e-mail, fax, express, do whatever you want but ask who can 'and should do something concrete, feasible BEFORE pouring the milk again ... Not after the milk has been spilled.

PS
The risk of not resorting to a referendum (paragraph 3 of art. 138 of the Constitution) does not exist because the current parliamentary majority does not have the 2 / 3 of the members nor the Chamber nor the Senate: House
630:3 x2 = 420, the majority coalition has 354 (I counted too :-) UDC
Senate 315:3 x2 = 210 , the majority coalition has 170

Stop you take the piss!

Blind. Since judo great benefits

Judo is the only sport in which a strategy is taught to learn to fall . For this is very useful especially for blind people, who acquire such a way to protect your body in any situation and increase the safety of all days.
The benefits relate to the field motor, psychological and social cohesion and long-term practice of this discipline is very effective because it decreases the perception of pain and increases aerobic capacity and anaerobic strength and endurance and joint mobility, proprioception and balance.
convictions are supported by Lucia's right, 23 year old Sacile, graduated in Physical Education at the University of Udine, which has included in his thesis. She herself has called for a pilot course aimed to teach judo to blind or partially sighted, blind and visually impaired Italian proposing Union. And they make arrangements for the regional committee of the Federation Italian Anti-judo-karate-martial arts, FVG Paralympic Committee and Sports Medicine clinic for the disabled person of the Institute of Physical Medicine and Rehabilitation of Udine. As inspired by Lucia Giusto - among other things a black belt in judo and aspiring coach - has already been implemented for three months followed by seven children with age ranging from 11 to 56 years. And the signals were positive, it testifies to the replication of the course.

Important changes to the constitution unfairly criticized

Free yourself from the chains with which some politicians have firmly imprisoned there. Use your brain. Strive to learn a little of the Italian Constitution as it was originally and how it has changed.

Among changes over time there have been changes made to the Constitution Act of 18 October 2001, 3: "Amendments to Title V of Part II of the Constitution."

The amendments to Title V of the Constitution are absolutely legitimate because in harmony with that laid down the original text of 1948, but not limited to, taking account of national over the years was necessary, in my opinion, make these changes to prevent the Central Government or the Parliament strengthen Casta, already powerful, so that, without knowledge of the facts, continued to dictate rules on matters that could not have known by then best interests of lobbies and concentrate absolute power over its members.

None amministraztori better citizens and elected at the municipal level (for example) can get close and face the problems and propose solutions best suited to the place where you live (eg. A municipality).

  • you may know and find solutions for what happens in your neighbor's house more than at home?
  • you feel you are entitled to identify problems and solutions related to your neighbor instead of your first thought?
_________

Reasoning on constitutional law cited above: http://www.parlamento.it/parlam/leggi/01003lc.htm

If you'll notice the article 3 of the above-mentioned law expands and further clarifies what was stated in the original article. 117 regarding the ownership legislative matters that should be the responsibility of central government and those of local expertise. The principles are the same but more detailed in the text editing.

L'art. 118 come modificato dalla legge in questione infatti recita all'ultimo comma:

Stato, Regioni, Città metropolitane, Provinces and municipalities promote the autonomous initiatives of citizens, individually and in combination, to carry out activities of general interest , based on the principle of subsidiarity '. "

Note that the principle of subsidiarity' has remained the danger that many (not clear what purpose) are afraid of regarding the unification of Italy and is tendentious and false alarms (used to maintain as an unchanged status quo that has produced only damage and favored few).

Article. Article 7 further amended. 123 of the Constitution that did not originally included local referendums, referendum already introduced by art.

The power was gradually passing from the state to local authorities on certain issues and the strengthening of Direct Democracy Initiative (cittadeini of voters) is in perfect harmony with the broader concept of "democracy" as expressed in art. 1 of the Constitution where it says that "sovereignty belongs to the people .

Article. IX of the transitional and final of the Italian Constitution reads:

The Republic, within three years after the entry into force of this Constitution, shall adjust its laws to the needs of local government and legislative power devolved to the regions .

Lart. 5 of the Constitution (NB in \u200b\u200bthe top 12 articles that cover the basics) states:

The Republic, one and indivisible, recognizes and promotes local autonomies and implements services that depend on the State the largest administrative decentralization, adapting the principles and methods of its legislation to the needs autonomy and decentralization.

more clearly than that you die!

We
venircene out by the overwhelming power of which the cast has abused for 63 years? We begin to free ourselves of the chains that men of power, although they are nice and honest, we were leaning because of the appearances to keep in mind that we ARE ALWAYS PEOPLE WHO ARE PART OF THE SYSTEM AND THE SYSTEM benefit.

Without these constitutional changes would not take place even art. 8 of Decree No. 267/00 which requires local authorities to apply the principles of popular initiative at the municipal, provincial and regional ... principles, however, must still be applied even though 10 years have elapsed since the entry into force of this law (but here I think most citizens depends e non tanto dagli amministratori che, forse, stanno cercando di capire fino a che punto i cittadini vogliono esercitare in maniera DIRETTA la loro sovranità)

P.S.

Contro le sentenze e contro i provvedimenti sulla libertà personale, pronunciati dagli organi ordinary or special courts, it is always possible to appeal to the Supreme Court for violation of the law. You can waive this rule only to the judgments of military courts in wartime. Against the decision of the State Council and the Court of Auditors on appeal to the Supreme Court is permitted only for reasons of jurisdiction.

Now (after the change) is as follows:
Jurisdiction is implemented through due process regulated by law.
Each process takes place in between the parties, on an equal footing, before an independent and impartial court. The law provides for the reasonable duration.
In a criminal trial, the law provides that the person accused of a crime is, in the shortest possible time, confidentially informed of the nature and cause of the accusation against him, has the time and conditions needed to prepare his defense, have the authority, the courts, to examine or have examined, the people who make statements against him, to obtain the attendance and examination of persons on their behalf under the same conditions as the prosecution and the acquisition of any other evidence in its favor, to be assisted an interpreter if he can not understand or speak the language used in the process.
The criminal trial is governed by the rule that the parties in the formation of the test. The guilt of the accused not can be established on the basis of statements made by those who, by choice, it is always voluntarily avoided by the accused or his counsel.
The law regulates the cases in which the formation of contradictory evidence does not occur in the consent of the defendant or proven impossibility of an objective nature or effect of proven misconduct.
All judicial decisions must be justified.
against sentences and against measures on personal freedom (cf. . Art. 13) pronounced by ordinary courts or special, it is always possible to appeal to the Supreme Court for violation of the law. You can exceptions to this rule only to the judgments of military courts in wartime.
against decisions of the State Council and the Court of Auditors on appeal to the Supreme Court is permitted only for reasons of jurisdiction.

come forward SOMEONE WHO HAS THE COURAGE TO CHALLENGE ANYTHING ...

PPS
Despite this amendment to the many contradictory between the parties Judges slam it highly but his balls are always there to take high salaries and do whatever they want against the contraddottorio who wants to produce ... I speak of citizens with politics and especially political parties have never had anything to do (I am one of them)
