Differenza: Voto elettivo e voto referendario (cosa significa astenersi)

During the next two referendums that will call the people to the polls to repeal the laws that have partially privatized water and finally reintroducing the nuclear ( the signatures are collected bel oltre quelle previste), sono già nati dei Comitati "spontanei" di cittadini (personalmente non credo che siano spontanei e tanto meno cittadini) che incitano all'astensione dal voto referendario (v. esempio  http://www.dentrosalerno.it/web/2011/02/07/roma-circoli-ambiente-simbolo-comitati-astensione-presentato-camera-%E2%80%9Cnon-si-raggiungera-quorum-buttati-400mlne%E2%80%9D/ )

Innanzitutto chiarisco il mio punto di vista riguardo al voto elettivo ed al voto referendario:

  1. Col voto elettivo il cittadino delega la sua sovranità ad un rappresentante eletto che deciderà per lui (ed in 63 anni di Costituzione Italian we have seen the fruits from the set of representatives delegated by the citizens).

  2. Col voto referendario si possono abrogare le leggi fatte dalla Casta perché è il popolo ad essere sovrano ed ha questo potere sugli eletti proprio per questo.
Il Referendum abrogativo di cui all'art. 75 della Costituzione italiana consente al popolo, se gli aventi diritto al voto si recano alle urne nella misura del 50%+1 (maggioranza), di abrogare le leggi ordinarie fatte dal parlamento (parte della Casta).
Il cittadino è chiamato ad esprimersi con un "Sì" e con un "No" e se vuole che la legge oggetto del Referendum venga abrogata deve votare "SI'" poiché il quesito che leggerà sulla scheda chiede sempre "volete l'abrogazione della law ... or part .... Law or Articles ... law etc. etc..?).

The total number of voters, in fact, being less than 50% +1 (25% +20% = 45%) would cancel the referendum with all the money used for public institutions and programs.

then inviting people to make a distinction of enormous size in relation to two types of abstention (electoral vote and referendum vote) and to carefully assess who abstain from voting referendum is tantamount to surrender some sovereignty to express directly, which does not often to express (not until the DD will be hampered by the accused and Casta) I advise you not to listen or to politicians and citizens or to committees that give rise to spontaneous abstention from touting the referendum vote and then go to the referendum vote ALWAYS ... although elected reintrodurranno laws repealed by referendum.
If they create a deterrent to fortify their growing power and discourage the participation of the people and the people yield to discouragement it only makes the game of the few smart ones elected. If elected representatives take advantage of the responsibility is always and primarily the people who remain passive and subject instead of claiming respect for its sovereignty. To avoid
reinstate the repealed laws that elected by the people should ask if anything the modification of the Act on Enforcement (L. 352/70) provides that Parliament shall not reinstate the laws repealed by referendum pursuant to art. 75 of the Constitution without consulting the population and obtain his consent (consultative referendum). The referendum is not expected, however, by our Constitution and therefore should be asked to be introduced as well. The steps we would be if the people really wanted to become king ... the problem is that some people do not care to leave in the hands of political sovereignty which belong in theory and in part it is an accomplice to the power games of supporting initiatives Casta party of no value (for the purposes of popular sovereignty).
