What is Logic? According to a dictionary
Logic is: "part of philosophy that studies the rules of reasoning."
To think you need to know, and to know should be documented, and documents are necessary reference points or parameters.
To determine the length of something using a benchmark which is the "metro" (unit of length).
To determine the amount of a liquid inside a container is used to reference another parameter, which is the "liter" (measure of capacity).
To determine the weight of something you use another benchmark that is the "gram" (unit of weight).
To establish rules or laws that should govern relations civil, economic, social, etc.. of a partnership should be another benchmark that is in principle, on which to establish such rules and laws, which is normally a constitution.
The Constitution italiana è quindi un insieme di principi che servono a chi è preposto a stabilire regole e leggi. Il senso che si legge all'art. XVIII delle disposizioni transitorie e finali: "legge fondamentale" è che la Costituzione è un modello attraverso il quale si devono stabilire regole e leggi. Le leggi infatti devono essere in armonia con essa (art. 134 Cost.).
Come ogni legge, regola, etc. la Costituzione non è altro che un'insieme di parole che connesse fra loro danno luogo a frasi di senso compiuto che nel loro insieme esprimono concetti o principi.
Se teniamo presente quanto affermato dallo stesso legislatore all'art. 12 delle Preleggi (Disposizioni sulla legge in general ... or even "Law introducing the Civil Code"), namely:
12 - Interpretation of the law

Each brain is able to understand the meaning of a sentence (a set of interconnected words between them), except that this was not written with words that require particular culture or level of education (there are still dictionaries and encyclopedias).
Returning to the Italian Constitution, being also a repository of principles, phrases and words intertwined with each other, often very easy and digestible by anyone, it is pointless trying to hide the clear meaning of certain principles by referring to the need for the opinion of "experts" in law, case law, constitution, politics, economics, etc.. because very often these experts use their culture and their level of education change the cards on the table, to stay on, different interpretations to those dictated by the simplicity and logic, changing the meaning of a word, a phrase, and then beginning with a complicated and strange reasoning.

Le Sacre Scritture non erano più libri con le sole scritture ma con in calce le "spiegazioni" date dagli eruditi e dagli esegeti che facevano però parte del sistema sacerdotale. In sostanza alcuni individui con elevata istruzione e cultura e degni di tutto rispetto per questo, hanno pensato di non proibire più il possesso delle Sacre Scritture ma ne hanno annacquato i dettami cambiandone il significato e l'insegnamento con giri di parole introdotti nei commenti in calce... tanto is true that they are born later versions and various translations of the Scriptures as well as several churches and doctrines of Christianity, starting with Protestantism.
This is not to belittle or downgrade intellectuals, jurists, constitutional experts, scholars or those who have made the deck to achieve a high culture and education, but to point out that often the titles and the good qualities of some individuals were used by the power to maintain or enhance the power and unfairly penalizes people around the world, and to reaffirm that do not always need an expert to understand what is very clear.
As an example I quote the Technical Consultants:
CTU (Technical Consultant) is selected and appointed by the Court. The CTP (expert witnesses) is instead chosen by the citizen who must answer before a court of its reasons or actions. Both are students, graduates, cultured and educated, but very often the case that what the CTU does not match what the CTP (conflict of interest?) No matter the reasons for these differences ... there are enough to reflect on the fact that often those who are on one side of the fence to maintain a status quo that generates discontent, often tries to make the interests of those who held that side of the fence.
In substance and in conclusion LEGGETE la Costituzione italiana e capirete voi stessi, col vostro cervello, che il male della nostra Democrazia non dipende dalle lacune della Costituzione italiana ma dal modo spesso arbitrario e contrastante con i principi in essa esposti attraverso il quale i rappresentanti eletti, delegati dal popolo, hanno applicato tali principi con le leggi introdotte nel corso del tempo.
La Costituzione italiana si può migliorare ma non diventerà certo migliore se a metterci mano saranno sempre i POCHI eletti!!

What is not regulated by law or if in doubt due to some unclear or contradictory points of law must be judged on general principles of law of the state, which must follow the fundamental law which is the Italian Constitution .

"The Constitution must be faithfully observed as the fundamental law of the Republic by all citizens and state organs."
E 'a phrase that requires the opinion of educated and experienced?
E 'a phrase that has to be interpreted?
The constitution must be respected by all, including citizens.
If the part of State organs do not respect the regulation, by regulating and judging people to be "sovereign" to pretend that it is applied and respected.
